Southwest & Alaska often offer cheap flights to Boise ( depending on where you are coming from). Rental cars are located onsite at the airport. The airport is very small and easy to maneuver.

Nampa is about 20 miles from the airport ( 20-30 minutes, depending on traffic). Downtown Boise is 5-8 minutes from the airport.
A happy medium between staying downtown and out in Nampa would be Meridian. Think-suburban Boise. Lots of restaurants, shops etc. Yet still close enough to see the mountains and get out in nature if you so desire.
